Pharmaceutical Assistance Program

The KCHAIN Partners continue to work to assure access to pharmaceuticals to the uninsured, low income population of Kane County to improve health status, enhance patient compliance, improve medical treatment outcomes, and facilitate patient self-management.  KCHAIN’s programs will help support specialty care providers in their treatment regimen, promote healthcare cost savings across all systems and decrease pharmaceutical costs for patients and providers.

KCHAIN’s current strategies to increase access to pharmaceuticals for the low income, uninsured residents of Kane County include:

· Supporting the Benefit Specialist position at the Kane County FQHCs so they can assist eligible patients with the application to pharmaceutical Patient Assistance Programs (PAP)

· Creating a pharmaceutical voucher program to address the gaps in access for these residents

· Functioning as a training resource for any community agency interested in utilizing PAPs

· Encouraging the Federally Qualified Health Centers in Kane County to apply for 340B status, a benefit from the federal government that allows a discount on outpatient drugs, regardless of the patient’s payer status

· Facilitating distribution of bulk pharmaceutical donation whenever possible

The KCHAIN Pharmaceutical Access Program

The Pharmaceutical Access Fund (PAF) will create the opportunity to distribute pharmaceutical access resources to benefit low-income patients.  The Pharmaceutical Assistance Fund will function as a voucher system.  Voucher allocation will be determined by available funding resources. Each KCHAIN provider organization will be given KCHAIN pharmaceutical vouchers with a draw down account.  Community organizations will access the fund by calling into the central KCHAIN phone number (630) 444-3084.  Upon approval of the request, KCHAIN staff will grant the voucher request and fax approval to the designated pharmacy.  The PAF is a “Last Resort” program that will supplement (not replace) strategies that include discounting programs and pharmaceutical company Patient Assistance Programs.

The KCHAIN Pharmaceutical Assistance Fund will:

· Bridge the 30-45 day gap that exists with most indigent program applications

· Provide a resource to residents who are unable to afford medications that are required for acute conditions

· Assist residents who have circumstances that lie outside of the criteria for any other pharmaceutical program
